The whole basis of the "right to immigrate" argument starts with a kind of out-of-context, rationalistic, assertion of individual rights from which its proponents proceed to deduce conclusions. The proper way to deal with this question is inductively, i.e., start with the facts that give rise to individual rights in the first place so we can see how to apply the concept in practical situations.
